Respected Comrades S R Pillai, Hannan Mollah, Amra Ram and my dear comrades,

I welcome and greet all of you in this first-ever online meeting of the AIKC in the 84-year old history of the All India Kisan Sabha (AIKS) that is being held during the Covid pandemic, which has underlined the age-old basic contradiction of man versus nature, and which is aggravated by the basic class contradiction between the exploiters and the exploited.

We are holding our AIKC meeting on the eve of the 103rd anniversary of the Great October Socialist Revolution in Russia led by Comrade Lenin and the Bolshevik Party. This revolution was a trail-blazer in human history and has tremendous achievements to its credit. One of its most relevant victories for today’s times was the decisive defeat of fascism led by Hitler.

We are meeting at a time when the crucial US Presidential election has almost seen the defeat of another authoritarian leader Donald Trump, who has been described as the worst President in US history. As of today morning, of the 270 electoral votes needed to win, Democratic Party challenger Joe Biden has won 264, while Donald Trump of the Republican Party is stuck at 214. Biden currently leads over Trump massively in the nationwide popular vote, with 50.5 per cent as against 47.9 per cent. We have to wait till results are declared.

INTERNATIONAL DEVELOPMENTS

Covid cases across the world have surpassed 40 million. However, they could actually be much higher. USA, India and Brazil in that order continue to have the highest number of Covid cases and deaths. Some advanced capitalist countries in Europe have been forced to impose new lockdowns because of resurgence. There is still no certainty about the vaccine, and even when it comes, it will be a long time before it reaches the poor in the world.

 

In stark contrast to the capitalist countries, the socialist countries with their socialized health systems, have been much more successful in combating the Covid pandemic and in protecting the people from economic distress. China reported over 85,000 cases and the death of 4,634 people. Cuba lost only 123 people and Vietnam lost only 139 people to the Covid pandemic. The DPR Korea continues to report zero deaths in the country.

 

The global pandemic has been compounded by the global recession. The IMF has said that this recession will reverse the progress made since 1990s in reducing global poverty and will increase inequality. The World Bank described the current global economy as undergoing the deepest recession since the Great Depression of 1929-30. According to the World Bank, by 2021, over 150 million people will be pushed into extreme poverty. According to the ILO, the global reduction in the work hours in the second quarter of 2020 compared to the fourth quarter of 2019 was equivalent to the loss of 400 million full time jobs.

 

This has sharply widened economic inequalities. Global billionaires have been fattening their profits even during this pandemic recession. The stimulus packages announced by various capitalist countries have benefited the rich corporates vastly. Taxes on the rich have fallen by nearly 80 per cent in the last few years. On the other hand, the class offensive against the working class, peasantry and all other sections of the working people has sharply increased.

 

Recently there have been huge popular protests and strikes against the miseries imposed on the people in countries like Greece, Thailand, Indonesia, Belarus and elsewhere.

 

Three welcome events have occurred in the world in the last couple of months.

 

Luis Arce, candidate of former President Evo Morales’ Movement Toward Socialism (MAS) party, was elected President of Bolivia last month by winning 55.1% of the votes. Evo Morales was ousted as President in November last year, despite massive popular support, by a US engineered military coup. The latest results in Bolivia reconfirmed the fact that people’s struggles and movements can fight and push back US imperialism’s efforts to install puppet governments of its choice.  We can never forget that Bolivia was the country where the Communist icon Che Guevara was martyred in 1967 at the hands of US lackeys.

 

In a referendum last month, the people of Chile overwhelmingly voted for rewriting the country’s Constitution. The Constitution came into effect under the ruthless military dictatorship engineered and backed by USA of Gen. Augusto Pinochet. Pinochet came to power after a coup in 1973 which assassinated the socialist President Salvador Allende. All left and democratic forces in Chile mobilized for this historic vote. For over a year, massive mass protests against inequality and sufferings of the people were on. The key demand was that the country needs a new Constitution to be able to fix deep inequalities in society. 

 

Prime Minister Jacinda Ardern-led New Zealand Labour Party swept the elections, winning a single party majority and registering the highest number of seats since 1996.  New Zealand’s tackling of the Covid pandemic and its policies to protect the environment, address climate change and reduce social inequalities have been noted with appreciation in the world.

 

NATIONAL DEVELOPMENTS

 

In India, the situation of the Covid pandemic continues to be grim. India’s rate of growth of both Covid cases and deaths is the highest in the world. The Asian average of infections is 2,764 per million, while the Indian average is 5,544. Deaths per million in Asia are 49, while in India they are 84.

 

The BJP central government under Modi has virtually abdicated its responsibility towards containing the pandemic. Worse is the fact that crores of people have been subjected to a double assault of the pandemic and the deepening economic recession. There is absolutely no relief for growing sufferings of the people, massive unemployment and rising hunger.

 

The BJP’s election manifesto for Bihar has cynically promised that if it forms the government in the state, vaccine will be given freely. It is the Central government’s responsibility to ensure universal and free access to the vaccine to everybody, all over the country.

 

As a result of the blatantly neo-liberal policies of the Modi regime during the last six years, India’s economy was in the dumps even before the Covid pandemic began. The Covid pandemic and the central government’s response to it has made the economy much worse.

 

The GDP of India has contracted by 23.9 per cent in the April-June 2020 quarter, which is the worst performance among major countries in the world. The RBI has projected a contraction of (-) 9.5 per cent for GDP for the whole year. Further contraction of the economy is imminent. Labour participation rate has dropped drastically and nearly 15 crore people have lost their livelihoods. CMIE anticipates that India needs to create 8 million new jobs every year to stop further fall in labour participation.

 

The Global Hunger Index has recently ranked India at 94 amongst 107 countries. In comparison with all our neighbours, this is the worst performance. India’s low ranking on this index indicates a very high level of malnutrition and undernutrition of our people, particularly of our children. There are several crore tonnes of foodgrains rotting in the central godowns. These must be used to provide free food to the hungry immediately.

 

In obscene contrast to this growing hunger and unemployment, India’s 50 richest people grew wealthier by 14 per cent in 2020. Mukesh Ambani has become the fifth richest man in the world during this global pandemic, with his wealth rising by 90 crore rupees per hour.   

 

The centre is attacking the states, denying them their huge arrears of even the GST dues.

 

Clearly, the economy and the people need substantially higher public investments to build our much-needed infrastructure. This will generate large-scale employment and expand domestic demand that could kickstart the economy in the direction of a revival. But on the contrary, the entire package of economic reforms being pursued by PM Modi in the name of self-reliance, amounts to self-subservience of our economy to private profit.

 

Now the BJP government has begun large-scale assaults on workers and peasants. 29 existing labour laws have been repealed and replaced by four labour codes bulldozed in the monsoon session of Parliament. Almost all beneficial provisions relating to rights and protection of the workers and those related to regulation in control of employers have been either diluted or removed altogether. These codes seek to convert workers into slaves.

 

The Central government has enacted, in a most dubious manner, brazenly curtailing the rights of the Indian parliament, the three Farm Bills. The government violated all parliamentary norms and rules to enact these laws through deceit and disruption. 

 

These new laws hand over Indian agriculture, our produce and our markets to foreign and domestic agribusiness corporations. This immensely benefits foreign and domestic corporates to reap super-profits, imposing misery both on the farmers and the people. The Minimum Support Price is sought to be gradually abolished. Though poorly implemented, the MSP did provide some security of income to the farmers. With the amendments to the Essential Commodities Act, the scope for large scale hoarding, creating artificial food scarcity leading to black marketeering and price rise, threatens the country and the people.  The proposals for ‘land pooling’ and legalising the contract farming system with benefits to agribusinesses will completely destroy traditional farming. India’s food security is at stake.

 

These laws bypass elected state governments and are a serious undermining of federalism, a basic feature of our Constitution. Some opposition state governments have announced to enact their separate laws. Punjab has announced a three-year prison sentence to those buying below the MSP. Many opposition ruled states are moving towards rejecting these central Farm laws and enacting state level legislations. Punjab has passed laws concerning the MSP, and Rajasthan has announced that they are proceeding in this direction.

 

The LDF government in Kerala has decided to move a special leave petition (SLP) in the Supreme Court against the Farm laws as they violate state rights. The LDF government has taken various measures to further strengthen the agriculture sector and the security of farmers and those whose livelihood depends on land. Paddy cultivation has been incentivised by announcing procurement through cooperatives. A comprehensive programme called ‘Subhiksha Keralam’ was launched which comprehensively ensures every aspect of agriculture and allied sectors including fish farming. The LDF government has declared a minimum support price for 16 vegetables from November 2, 2020. This is the first time in the country when vegetables are being brought under the MSP. In order not to allow agriculture to be put at the mercy of the corporates, alternative set of policy instruments are being implemented. These include the protection of paddy land by giving monetary incentives to the farmers. A farmer’s welfare fund board has been created for payment of pensions to the farmers. These are all novel interventions in agriculture happening for the first time in the country. They outline a Left alternative in the times of this grave crisis for the peasantry and our people.

 

The most serious aspect is that the BJP Central government is utilizing the period of the Covid pandemic and the lockdown to advance the core RSS agenda of converting India into its conception of a rabidly intolerant fascistic Manuwadi `Hindutva Rashtra’.

 

This is clearly shown during the last one year by the following events: the abrogation of Article 370 and withdrawal of statehood to Jammu and Kashmir; the new Land Law permitting outsiders to purchase land and property in Jammu and Kashmir; the crackdown on countrywide agitations against the CAA-NPR-NRC; the Delhi communal riots incited by the RSS-BJP and the false incarceration of secular and minority activists in them; the incarceration of several intellectuals and human rights activists in the Bhima Koregaon case of attacks on Dalits, which were actually led by RSS men; authoritarian attacks on democratic rights and civil liberties and indiscriminate arrests under draconian laws like UAPA, NSA and Sedition, with a clear intention to criminalise all dissent; the Supreme Court verdicts on the Ram Temple and the Babri Masjid demolition case, which amount to a travesty of justice; the inordinate Supreme Court delay in taking up several key pending cases relating to Article 370, CAA-NRC-NPR, electoral bonds and so on; the laying of the foundation stone of the Ram temple at Ayodhya in the presence of the PM and the UP CM; the increasing horrific assaults on Dalits and women especially in UP, of which the Hathras case of gang rape and murder is the most heinous; the contempt case against senior lawyer Prashant Bhushan that reinforces intolerance and repression; the rampant attacks on several journalists critical of the government and on the other hand, the BJP rallying behind its stooge Arnab Goswami who has been implicated and arrested in an abetment to suicide case; the obnoxious handling of the Sushant Singh Rajput suicide case just to help the BJP election campaign in Bihar; the massive TRP scam involving the Godi media which are being protected to the hilt by the Modi regime; the letter written by the Maharashtra Governor to the Chief Minister rebuking him for upholding secularism; the rampant misuse of the CBI, ED, Income Tax and other central authorities to target the opposition; the thrust of the new education policy on commercialization, centralization and communalization; and the massive crony corporate corruption entailed in the electoral bonds and the PM Cares Fund.

 

Unfortunate border clashes took place between India and China a few months ago. 20 Indian soldiers were martyred in these clashes. It is necessary to solve the border issue through bilateral discussions. To contain China, the USA has cemented the QUAD – USA, Japan, Australia and India – military alliance. For the first time, the Quad is going to conduct joint military exercises. The first joint exercise is the Malabar 2020 naval exercise in order to show ‘shared will’ to work together on common security interests.

 

The Modi government is enthusiastically going ahead with the QUAD alliance, which will turn India into a junior military partner of the USA. During the last three decades of neo-liberal policies, successive central governments have already turned India into a junior economic partner of US imperialism.

 

OUR FUTURE TASKS

 

Almost all sections of the working class and the peasantry have been intensifying their protests and struggles against all the above policies of the Modi government. The countrywide programmes by the working class, kisan and agricultural workers organisations on August 9, September 5, September 23 and September 25 saw large mobilisations. On September 25, in many parts of the country, normal life was disrupted and a virtual bandh-like situation was created. Preparations are now on for the November 26 countrywide general strike and the November 26-27 Chalo Delhi call and simultaneous countrywide actions by farmers’ organisations. To make these actions embodying worker-peasant unity a historic success is one of the major immediate tasks before our AIKC meeting today.

 

The results of the Bihar state assembly elections will soon be declared. In December are the panchayat elections in Kerala which will be fought by an expanded LDF against both the Congress and the BJP. Within a few months are the crucial state assembly elections in Kerala, West Bengal, Tamilnadu and Assam. The AIKS has to prepare itself to be in the forefront of the Left-led electoral battle against the Congress and the BJP in Kerala; against the BJP and the TMC in West Bengal; against the BJP and the AIADMK in Tamilnadu; and against the BJP in Assam. Left and democratic forces must be strengthened in these states.

 

All over the country, we must redouble our efforts to expose and fight the neo-liberal, pro-corporate, anti-people, communal, casteist, authoritarian and fascistic nature of the BJP-RSS central government. We must spare no efforts to win the minds and the hearts of the peasantry and the people of India in favour of radical policy changes. We can do this only by vastly strengthening our struggles, our propaganda and our organisation in the days ahead.

 

Comrades, let us make the above three central political calls the calls of this AIKC meeting!

MARTYRS' DAY PROGRAMME IN TALASARI CELEBRATES 75TH ANNIVERSARY OF WARLI ADIVASI REVOLT AND STATE KISAN SABHA FORMATION

Over 1000 leading activists from Thane-Palghar districts of Maharashtra took part in a remarkable function held on October 10, 2020 at the Comrade Godavari Shamrao Parulekar Bhawan at Talasari to observe the anniversary of four historic events.

 

The first three were the 75th anniversaries of the formation of the Maharashtra Rajya Kisan Sabha on January 7, 1945; the beginning of the famed Warli Adivasi Revolt on May 23, 1945; and the martyrdom at the hands of the British rulers of the first five Adivasi comrades of this revolt on October 10, 1945. Comrade Jethya Gangad was the first martyr.

 

It was also the 24th anniversary of the cremation of the legendary leader, former CPI(M) central committee member and former AIKS national president Godavari Parulekar at Talasari on October 10, 1996. 

 

This special function was organised by the Thane-Palghar district committees of the CPI(M) and AIKS. 

 

The programme began with the flag-hoisting by 92-year old veteran Party and AIKS leader L B Dhangar, and floral tributes to as many as 61 martyrs of the district so far, killed by the British, Congress and BJP regimes, by another veteran Party and AIKS leader, 82-year old Lahanu Kom, ex-MP and ex-MLA. 

 

The portraits of Comrades Godavari Parulekar and Shamrao Parulekar were garlanded by Prof Archana Prasad of JNU, Delhi, and by renowned journalist and founder-editor of 'PARI', P Sainath respectively. 

 

After the introduction by AIKS state vice president Barkya Mangat, AIKS national president Dr Ashok Dhawale presided over the function. The three main speakers were P Sainath, Prof Archana Prasad and former general secretary of the AIPSN Dinesh Abrol. 

 

Veteran leaders L B Dhangar and Lahanu Kom, CITU state vice president Mahendra Singh, former AIKS state president J P Gavit ex-MLA, AIDWA national general secretary Mariam Dhawale, AIKS state president Kisan Gujar, MFUCTO president Prof Tapati Mukhopadhyay, CITU state secretary and CPI(M) MLA from Dahanu Vinod Nikole, Talasari Panchayat Samiti Chairperson and DYFI district president Nandu Hadal, and principal of Comrade Godavari Shamrao Parulekar College of Arts, Science and Commerce at Talasari, Dr B A Rajput addressed the gathering.

 

Veteran Party leaders, both women and men, were warmly felicitated for their decades-long contribution to the Red Flag. 

 

The highlight of the function was the release of the Marathi edition of Archana Prasad's book that had earlier been published in English by LeftWord Books and AIKS, titled 'Red Flag of the Warlis: History of an Ongoing Struggle'. It was written after painstakingly interviewing 165 comrades, old and young, from the area of the struggle. The book was excellently translated by Maya Pandit and Uday Narkar. 

 

Six other books were also released on this occasion. They were 'Brief Review of the History of the Maharashtra Rajya Kisan Sabha' by Godavari Parulekar, which was first published in 1986; a book on the Warli Adivasi Revolt by veteran deceased AIKS leader Krishna Khopkar; a book on the historic Liberation Struggle of Dadra Nagarhaveli from Portuguese colonial rule in 1954 led by the CPI(M) and AIKS, the Samyukta Maharashtra movement in Thane district, and the organization of the 13th AIKS national conference at Dahanu in 1955 braving state repression, by veteran AIKS leader L B Dhangar who had himself participated in these struggles; a biography of Comrades Shamrao and Godavari Parulekar by Dr Ashok Dhawale; a booklet on ‘How to Build a Strong AIKS Organisation’, based on the two excellent classes taken by former AIKS national president S Ramachandran Pillai in Maharashtra; and an attractive photo feature pamphlet on one year of work for the people by CPI(M)’s young MLA Vinod Nikole, who was elected in October 2019.  

 

These seven books were variously published by Janashakti Prakashan, CPI(M) Maharashtra state committee and Thane-Palghar district committee and by the Maharashtra Rajya Kisan Sabha. A stall of the above books, as well as Godavari Parulekar's famous book 'Adivasis Revolt' and other Party literature was set up by AIDWA activists. This stall sold literature worth as much as Rs 25,850 that day!

 

Archana Prasad, the author of the book ‘The Red Flag of the Warlis’, spoke about the importance of recording the histories of the Communist-led agrarian movements; she noted that the absence of a record of struggles has led the historians of contemporary India to the conclusion that the Communists have stopped struggles and therefore the Communist struggles are missing from the annals of history. Therefore, it is our responsibility to correct the way in which historical records are kept so that the Communist movements remain alive in public memory. It is with this understanding that Mariam Dhawale approached her to write the oral history of the historic Warli Adivasi struggle and all the other struggles carried out by the comrades sitting here to commemorate the 75th year of this revolt.

 

She said that in the process of writing this history two things became very clear. First, the history of the Communist movement is a living history because it can only be kept alive through continuous struggles; where there are no struggles there is no history. Second, the Communist leadership and ideology was not some external force that came and went away. In fact, the Warlis’ fight for their dignity and self-respect turned them into Communists; they adopted the Communist ideology and carried it forward. Archana closed her address by highlighting the need to have people’s historians who emerge from the process of ongoing struggle. She said that, for her the process of recording the oral history of the on-going struggles had made her realise, that if you are not part of the movement, you cannot write this history. In this era of fascism, the lessons of this struggle are important and will inspire us to one day, overthrow these oppressive structures of capitalist exploitation.

 

P Sainath spoke of the unspeakable misery and hardships imposed on the migrant workers, unorganized workers, peasants and agricultural labourers by the Modi-led BJP regime during the Covid lockdown. Hundreds of migrant workers died of exhaustion, starvation or accidents, but the Modi regime had no tears to shed for them and no help to give them. In fact, the government even went to the extent of submitting an affidavit to the Supreme Court flatly denying that any migrant workers were trudging hundreds of kilometers on the highways to reach their homes. Similarly, in spite of unemployment at record levels and the agrarian crisis reaching its lowest depths, the Modi regime did absolutely nothing for the army of the unemployed or for the farmers in distress. All its largesse was reserved for its favourite crony corporates like the Ambanis and the Adanis, who got massively enriched.

 

On top of all this, said Sainath, the BJP government has recently rammed through three farm laws and three labour laws in Parliament. All these are an unprecedented assault on farmers and workers and are clearly aimed at further enriching the corporate and multinational lobby. The need of the hour is to launch a massive campaign against these laws among farmers and workers and launch huge united struggles against them. For these coming struggles, the Warli Adivasi Revolt led by Comrades Shamrao and Godavari Parulekar, and all the other historic struggles like Telangana, Tebhaga and Punnapra Vayalar, led by the Kisan Sabha in the 1940s, will serve as shining beacons of inspiration.       

 

This 75th anniversary function concluded with revolutionary slogans and with great hope and inspiration for the future.

तलासरीत १० ऑक्टोबरच्या हुतात्मा दिनाचा आगळावेगळा समारंभ : ठाणे-पालघर जिल्ह्यातील १,००० कार्यकर्त्यांचा सहभाग

 १० ऑक्टोबर २०२० रोजी पालघर जिल्ह्यात तलासरीच्या प्रशस्त कॉ. गोदावरी शामराव परुळेकर भवनात ठाणे-पालघर जिल्ह्याच्या सर्व तालुक्यांतून आलेल्या १,००० हून अधिक प्रमुख कार्यकर्त्यांच्या सहभागाने एक आगळावेगळा कार्यक्रम संपन्न झाला. चार ऐतिहासिक घटनांचा तो संगम होता. 


महाराष्ट्र राज्य किसान सभेच्या स्थापनेचा आणि तेजस्वी वारली आदिवासी उठावाचा ७५व्या वर्षाचा अमृतमहोत्सव, या उठावातील पहिल्या हुतात्म्यांचा ७५वा वर्षदिन आणि कॉ. गोदावरी परुळेकर यांचा २४वा स्मृतिदिन अशा या चार घटना होत्या. मार्क्सवादी कम्युनिस्ट पक्ष आणि किसान सभेच्या ठाणे-पालघर जिल्हा समित्यांच्या वतीने तो आयोजित करण्यात आला होता.

९२ वर्षे वयाचे ज्येष्ठतम नेते एल. बी. धनगर यांच्या हस्ते लाल झेंड्याचे क्रांतिकारी घोषणांच्या गजरात ध्वजारोहण झाल्यावर ८२ वर्षांचे आणखी एक ज्येष्ठ नेते माजी खासदार व माजी आमदार लहानू कोम यांनी हुतात्मा स्मारकाला पुष्पांजली वाहिली. कॉ. गोदावरी परुळेकर आणि कॉ. शामराव परुळेकर यांच्या प्रतिमांना अनुक्रमे दिल्लीच्या जवाहरलाल नेहरू विद्यापीठातील प्राध्यापिका डॉ. अर्चना प्रसाद आणि जागतिक कीर्तीचे पत्रकार व 'पारी'चे संस्थापक-संपादक पी. साईनाथ यांनी पुष्पहार घातले. 

पक्षाचे राज्य सचिवमंडळ सदस्य बारक्या मांगात यांच्या प्रास्ताविकानंतर समारंभाचे अध्यक्षस्थान केंद्रीय कमिटी सदस्य डॉ. अशोक ढवळे यांनी स्वीकारले. पी. साईनाथ, डॉ. अर्चना प्रसाद, जनविज्ञान संघटनेचे दिल्लीतील नेते डॉ. दिनेश अब्रॉल हे प्रमुख वक्ते होते. 

तसेच एल. बी. धनगर, लहानू कोम, पक्षाचे तीन केंद्रीय कमिटी सदस्य महेंद्र सिंह, माजी आमदार जे. पी. गावीत व मरियम ढवळे, राज्य सचिवमंडळ सदस्य किसन गुजर व प्रा. ताप्ती मुखोपाध्याय, राज्य कमिटी सदस्य आमदार विनोद निकोले, तलासरी पंचायत समितीचे सभापती नंदू हाडळ आणि तलासरीच्या कॉ. गोदावरी शामराव परुळेकर कॉलेजचे प्राचार्य बी. ए. राजपूत यांची भाषणे झाली. 

जमसंच्या केंद्रीय कमिटी सदस्या सोन्या गिल, बुकटुच्या सरचिटणीस प्रा. मधू परांजपे, प्रा. सुधीर परांजपे, श्री. मुखोपाध्याय, सोशल मीडिया आघाडीवरील कार्यकर्ते प्रसाद सुब्रमण्यम, पत्रकार श्री. अनिल ठाणेकर, श्री. अजित नार्वेकर व इतर मान्यवर उपस्थित होते.

अनेक दशके पक्षात कार्यरत असलेल्या ज्येष्ठ स्त्री-पुरुष कॉम्रेडसचा या प्रसंगी लाल स्कार्फ घालून सत्कार करण्यात आला. 

या समारंभात जनशक्ती प्रकाशन, माकपची महाराष्ट्र राज्य कमिटी व ठाणे-पालघर जिल्हा कमिटी आणि महाराष्ट्र राज्य किसान सभा यांच्यातर्फे सात वेगवेगळ्या पुस्तकांचे प्रकाशन करण्यात आले. ती पुढीलप्रमाणे:

AIKSCC ANNOUNCES MASSIVE ALL INDIA FARMERS PROTESTS FROM 2 OCTOBER, CULMINATING IN “DELHI CHALO” ON 26-27 NOVEMBER

AIKSCC congratulates farmers, farm-workers and the ordinary people of India for their historic Bharat Bandh & Resistance Programs on 25th September and felicitates all organisations for coordinating the resistance action against the anti-farmer, anti-people laws and policies of the Central Govt. For the first time in history, farmers across the country protested within five days of a central legislation being passed. This flash protest which gives a glimpse of farmers' anger against these assault on their life and livelihood, was observed across 20 states. AIKSCC associates observed this protest by way of "Chakka Jam", "Dharna" or burning of legislation etc. in over ten thousand places involving about fifteen million farmers. While the Central Govt. has been trying to spin and peddle a false narrative that the farmers protests are restricted to north India, the all-India character of the Bandh & Protest was clearly visible when in southern-most Tamil Nadu, protests were held at 300 places, more than 35,000 farmers were out on the streets and 11,000 plus were arrested by the BJP-friendly state Govt.!! There are reports of the Bandh being observed spontaneously by other organisations and farmers not associated with any organisations. This Bandh has demonstrated that farmers of the country reject these the three black legislations of the Central Govt.

It may be recalled that AIKSCC had started protests from before August 9 and had announced that it will continue protests till all three laws are withdrawn. Since the Central Govt. is going ahead with the implementation of these anti-farmer laws and is also spreading misinformation with regard to MSP/Procurement, AIKSCC will carry forward this resolve of the farmers and shall not allow these laws to be implemented.

AIKSCC calls upon the Central Govt. to heed to the farmers demands and desist from promulgating these Acts. It also calls upon State Governments of Opposition Parties who have expressed support to the cause and position of the farmers to devise legal ways to ensure that these are not implemented in their States. Additionally, AIKSCC calls upon State Assemblies of these States to adopt Resolutions not to implement these laws as they undermine the federal structure and are a serious attack on farmer’s rights. 

AIKSCC will continue and further intensify its agitation against these black anti-farmer laws. Several State Units of AIKSCC have already given a call for continuing the agitations by way of village level and block level or mandi level meetings, seminars to expose the fraud being perpetrated by the Central Govt. on farmers, spontaneous protests, relay hunger strikes, hunger strikes etc. AIKSCC is also closely coordinating with all organisations and its own State Units, including the movements in Punjab, Haryana, West UP and in Karnataka, Tamil Nadu and Telangana and shall announce further action plans as decided, and in the meanwhile AIKSCC National Working Group endorses all state level programs, including:

~ Call for Rail Roko Issued by Punjab Farmers Organisations 
~ Call to protest outside the house of Haryana’s Dy Chief Minister Dushyant Chautala on 6th October, to demand his resignation
~ Call by Karnataka Farmers Organisations to resist implementation of anti-farmer Central and State laws  
   
These state level of local protests will be accompanied by national level programs, some of which are as follows: 

~ On 2nd October, Farmers of India shall take a pledge for "Social Boycott" of those political leaders and representatives whose parties have not opposed these anti-farmers legislations and for holding village meetings to adopt resolutions against the anti-farmer laws of the Central Govt.

~ 14th October shall be observed by Farmers of India as "MSP Adhikar Diwas" wherein farmers shall expose the  lie of the Govt. that the farmers are receiving MSP as recommended by the Swaminathan Commission. 

All the protest will culminate in a National Protest on 26th & 27th November in Delhi. AIKSCC hereby gives a call for “Delhi Chalo” to all Farmers of India so that this anti-farmer Central Govt. is forced to withdraw its inhuman assault on farmers future and livelihood. AIKSCC resolves not to rest till Farmers of India have secured a victory - WE SHALL FIGHT, WE SHALL WIN.

 MAHARASHTRA, SEPTEMBER 25: AIKS MOBILISES 35,000 PEASANTS IN 23 DISTRICTS IN RASTA ROKO ACTIONS, MAKES BONFIRE OF MODI GOVT'S AGRI BILLS

 

On September 25, 35,360 peasants at 83 centres in 23 districts of Maharashtra, led by the AIKS, responded to the AIKSCC’s nationwide call, blocked national and state highways in Maharashtra and held demonstrations in which they burnt copies of the three anti-farmer and pro-corporate agricultural bills of the Modi-led BJP government. In some districts, they included a large number of women and youth led by AIDWA and DYFI. These were the largest mass actions in Maharashtra ever since the lockdown began six months ago.

 

The districts with the largest participation were as follows: Thane-Palghar – 15,500 in 18 centres; Nashik – 12,800 in 4 centres; Nanded – 1,800 in 9 centres; Ahmednagar – 1,500 in 1 centre; Yavatmal – 840 in 5 centres; and Beed – 550 in 5 centres.  

 

There were massive Rasta Roko actions in Thane-Palghar, Nashik and Ahmednagar districts, in which a total of over 25,000 peasants participated in strength. 

 

In Palghar district, over 8,000 peasants blocked the Mumbai-Delhi National Highway at Charoti in Dahanu tehsil, and 1,000 more blocked the same highway at Boisar Naka in Palghar tehsil. In Beed district, over 300 peasants blocked the Mumbai-Vishakhapatnam National Highway at three places in Majalgaon tehsil – Mothewadi, Talkhed and Nitrud.  

 

At several other places state highways were blocked by peasants. This happened in Dindori (6,000), Chandwad (2,500), Kalwan (2,000) in Nashik district; Vikramgad (2,500), Jawhar (1,500), Wada (700) in Palghar district; and Akole (1,500) in Ahmednagar district.  

 

Other districts where good AIKS actions took place were Solapur, Kolhapur, Sangli, Satara, Pune in Western Maharashtra region; Nagpur, Wardha, Amravati, Yavatmal, Buldana in Vidarbha region; Nanded, Beed, Parbhani, Jalna, Aurangabad, Hingoli, Latur, Usmanabad in Marathwada region; and Nandurbar in North Maharashtra region.

 

Solidarity actions by CITU, DYFI and AIDWA were held in four centres in Mumbai and they mobilized around 300 people. 

 

In a few places like Akole, Vikramgad, Kolhapur and Sangli, workers of Left parties like CPI, PWP and LNP, and secular parties like NCP, Congress, Bahujan Vikas Aghadi and Rashtra Seva Dal also took part in joint protests. Some Shiv Sena activists also took part in Akole.   

 

Apart from the AIKS, other constituent organizations of the AIKSCC, like the CPI-led Kisan Sabha, Swabhimani Shetkari Sanghatana, National Alliance of People’s Movements, Lok Sangharsh Morcha and others also held protests in several places in Maharashtra.

 

These mass actions were led in various places by AIKS national president Dr Ashok Dhawale, former state president J P Gavit, ex-MLA, CITU state secretary Vinod Nikole, MLA, AIKS state president Kisan Gujar, AIKS state general secretary Dr Ajit Nawale, AIKS state office bearers Arjun Ade, Umesh Deshmukh, Barkya Mangat, Ratan Budhar, Radka Kalangda, Sunil Malusare, Savliram Pawar, Uday Narkar, Shankarrao Danav, Sidhappa Kalshetty, Shankar Sidam, Uddhav Poul, Manik Avaghade and Yashwant Zade. CITU, AIAWU, AIDWA, DYFI and SFI leaders also participated in some places.

 

These actions received good publicity in both mainstream media and also on social media.

शेतकरीविरोधी विधेयके आणि वीज बिल कायद्यातील बदलांविरुद्ध २५ सप्टेंबर रोजी शेतकरी आणि कामगारांनी पुकारलेला देशव्यापी प्रतिकार जबरदस्त यशस्वी करा!!

शेतकरीविरोधी विधेयके आणि वीज बिल कायद्यातील बदलांविरुद्ध २५ सप्टेंबर रोजी शेतकरी आणि कामगारांनी पुकारलेला देशव्यापी प्रतिकार जबरदस्त यशस्वी करा!

भाजप सरकारने ज्या प्रकारे भारतीय संसदेची प्रस्थापित संसदीय कार्यपद्धती, संघराज्याचे तत्त्व आणि शेतकर्‍यांचे हक्क पूर्णपणे पायदळी तुडवून कोणाशीही सल्लामसलत न करता तीन शेतकरीविरोधी विधेयके संसदेत मंजूर करून घेतली, त्याचा अखिल भारतीय किसान सभा तीव्र शब्दांत धिक्कार करते. किसान सभा, एआयकेएससीसी आणि इतर अनेक शेतकरी संघटनांनी कामगार संघटनांना सोबत घेऊन केलेल्या तीव्र संघर्षामुळेच भाजपचा सर्वात जुना मित्रपक्ष असलेल्या शिरोमणी अकाली दलाच्या केंद्रीय अन्नप्रक्रिया उद्योगमंत्र्यांनी देखील राजीनामा दिला आहे. आपला राजीनामा हा शेतकरीविरोधी अध्यादेशांच्या विरोधात असल्याचे त्यांनी आपल्या राजीनाम्यात नमूद केले आहे. 

नरेंद्र मोदी यांच्या नेतृत्वाखालील भाजप सरकारने कॉर्पोरेट्स आणि मोठ्या कृषीउद्योगधंद्यांना खुश करण्यासाठी केवळ विरोधकांनाच नव्हे तर आपल्या सर्व मित्रपक्षांनाही पूर्णपणे फाट्यावर मारून अत्यंत घिसाडघाईने ही विधेयके मंजूर करवून घेतली आहेत.

भाजप सरकार आता असा दावा करीत आहे की शेतमाल किमान आधारभूत किंमतीत (एमएसपी) खरेदी केला जाईल. परंतु तिन्ही कायद्यांमध्ये कुठेही C२+५०% म्हणजेच उत्पादन खर्चापेक्षा किमान ५० टक्के अधिक हमीभाव देण्याचा उल्लेख केलेला नाही. कृषी उत्पन्न बाजार समित्या नष्ट करणे, सरकारी खरेदी थांबवणे, कॉर्पोरेटसना साठेबाजी व काळाबाजार करण्याकरता पूर्ण मुभा देणे, कंत्राटी शेतीला चालना देणे एवढाच या तिन्ही विधेयकांचा उद्देश आहे. सरकारने शेतमालाच्या खरेदीतून पूर्णपणे अंग काढून घेणे आणि शेतकऱ्यांना कॉर्पोरेटसच्या दयेवर जगण्यास भाग पडणे, एवढाच या कायद्यांचा अर्थ आहे.

सरकार जर खरेच आपल्या शब्दाला जागणार असेल, तर त्याने प्रथम एआयकेएससीसीने सुचवलेल्या शेतमालाला किफायतशीर हमीभाव आणि शेतकरी कर्जमुक्ती विधेयकांचा समावेश असलेली किसान मुक्ती विधेएके मंजूर करावीत. ही दोन्ही विधेयके यापूर्वीच खाजगी विधेयकांच्या रूपाने संसदेत मांडण्यात आली आहेत.

शेतकऱ्यांच्या किमान हमीभावाला कायदेशीर मान्यता दिल्याखेरीज नियमांचे उल्लंघन करणाऱ्या व्यापारी आणि कंपन्यांवर कारवाई करण्याची निव्वळ तोंडी आश्वासने देण्याला काहीही अर्थ नाही. किफायतशीर हमीभाव मिळण्याचा स्पष्ट उल्लेख कायद्यात करणे आवश्यक आहे. कॉर्पोरेटसना कंत्राटी शेतीचा मार्ग खुला करण्याऐवजी खरेदी, साठवणूक, प्रक्रिया, मूल्यवाढ आणि विपणन याकरता शेतकरी सहकारी संस्थांना प्रोत्साहन दिले गेले पाहिजे.

असे काही करण्याचा भाजप सरकारचा मुळीच इरादा नाही, हे तर उघड आहे. त्यांचा उद्देश केवळ अदानी विलमार, रिलायन्स, वॉलमार्ट, बिर्ला, आयटीसी या बड्या धेंडांना अधिकाधिक नफा मिळवून देणे एवढाच आहे. कोविड-१९ करता अत्यंत चुकीच्या पद्धतीने केलेले लॉकडाऊन, त्यामुळे शेतकरी आणि सामान्य जनतेचे झालेले प्रचंड हाल अशा भयंकर परिस्थितीतही भाजप सरकार आणि नरेंद्र मोदी यांना केवळ कॉर्पोरेटसच्या फायद्याचीच काळजी आहे. या त्यांच्या असंवेदनशीलतेमुळे एआयकेएससीसीने २५ सप्टेंबर २०२०ला दिलेल्या देशव्यापी बंद आणि निषेध निदर्शनांच्या आवाहनाला किसान सभेने पूर्ण पाठिंबा दिला आहे. या दिवशी रस्ता रोको, रेल रोको आणि इतरही प्रकारे आंदोलन केले जाणार आहे.

पंजाब, हरियाणा आणि उत्तरप्रदेश या तिन्ही राज्यांनी तर या दिवशी बंद पुकारला आहे.

२८ सप्टेंबर २०२० ही शहीद भगतसिंग यांची ११४वी जयंती साजरी करण्याचे आणि त्यात केंद्र सरकारची कॉर्पोरेटधार्जिणी, शेतकरीविरोधी तिन्ही विधेयके, नवीन वीज विधेयक २०२०, पर्यावरण संबंधी अधिसूचना, डिझेल व पेट्रोलची प्रचंड दरवाढ आणि जनतेची होत असलेली दुर्दशा याविरुद्ध जनजागृती करण्याचेही एआयकेएससीसीने ठरवले आहे.

अखिल भारतीय किसान सभा सर्व लोकशाही घटक, जनसंघटना आणि व्यक्तींना शारीरिक अंतर राखून आणि कोविड काळातील सर्व नियमांचे पालन करीत या संघर्षात सामील होण्याचे बुलंद आवाहन करीत आहे.
