AIKSCC ANNOUNCES MASSIVE ALL INDIA FARMERS PROTESTS FROM 2 OCTOBER, CULMINATING IN “DELHI CHALO” ON 26-27 NOVEMBER

AIKSCC congratulates farmers, farm-workers and the ordinary people of India for their historic Bharat Bandh & Resistance Programs on 25th September and felicitates all organisations for coordinating the resistance action against the anti-farmer, anti-people laws and policies of the Central Govt. For the first time in history, farmers across the country protested within five days of a central legislation being passed. This flash protest which gives a glimpse of farmers' anger against these assault on their life and livelihood, was observed across 20 states. AIKSCC associates observed this protest by way of "Chakka Jam", "Dharna" or burning of legislation etc. in over ten thousand places involving about fifteen million farmers. While the Central Govt. has been trying to spin and peddle a false narrative that the farmers protests are restricted to north India, the all-India character of the Bandh & Protest was clearly visible when in southern-most Tamil Nadu, protests were held at 300 places, more than 35,000 farmers were out on the streets and 11,000 plus were arrested by the BJP-friendly state Govt.!! There are reports of the Bandh being observed spontaneously by other organisations and farmers not associated with any organisations. This Bandh has demonstrated that farmers of the country reject these the three black legislations of the Central Govt.

It may be recalled that AIKSCC had started protests from before August 9 and had announced that it will continue protests till all three laws are withdrawn. Since the Central Govt. is going ahead with the implementation of these anti-farmer laws and is also spreading misinformation with regard to MSP/Procurement, AIKSCC will carry forward this resolve of the farmers and shall not allow these laws to be implemented.

AIKSCC calls upon the Central Govt. to heed to the farmers demands and desist from promulgating these Acts. It also calls upon State Governments of Opposition Parties who have expressed support to the cause and position of the farmers to devise legal ways to ensure that these are not implemented in their States. Additionally, AIKSCC calls upon State Assemblies of these States to adopt Resolutions not to implement these laws as they undermine the federal structure and are a serious attack on farmer’s rights. 

AIKSCC will continue and further intensify its agitation against these black anti-farmer laws. Several State Units of AIKSCC have already given a call for continuing the agitations by way of village level and block level or mandi level meetings, seminars to expose the fraud being perpetrated by the Central Govt. on farmers, spontaneous protests, relay hunger strikes, hunger strikes etc. AIKSCC is also closely coordinating with all organisations and its own State Units, including the movements in Punjab, Haryana, West UP and in Karnataka, Tamil Nadu and Telangana and shall announce further action plans as decided, and in the meanwhile AIKSCC National Working Group endorses all state level programs, including:

~ Call for Rail Roko Issued by Punjab Farmers Organisations 
~ Call to protest outside the house of Haryana’s Dy Chief Minister Dushyant Chautala on 6th October, to demand his resignation
~ Call by Karnataka Farmers Organisations to resist implementation of anti-farmer Central and State laws  
   
These state level of local protests will be accompanied by national level programs, some of which are as follows: 

~ On 2nd October, Farmers of India shall take a pledge for "Social Boycott" of those political leaders and representatives whose parties have not opposed these anti-farmers legislations and for holding village meetings to adopt resolutions against the anti-farmer laws of the Central Govt.

~ 14th October shall be observed by Farmers of India as "MSP Adhikar Diwas" wherein farmers shall expose the  lie of the Govt. that the farmers are receiving MSP as recommended by the Swaminathan Commission. 

All the protest will culminate in a National Protest on 26th & 27th November in Delhi. AIKSCC hereby gives a call for “Delhi Chalo” to all Farmers of India so that this anti-farmer Central Govt. is forced to withdraw its inhuman assault on farmers future and livelihood. AIKSCC resolves not to rest till Farmers of India have secured a victory - WE SHALL FIGHT, WE SHALL WIN.

Thane-Palghar, Nashik and Ahmednagar were the districts with the largest participation. The response was overwhelming across Maharashtra.  MAHARASHTRA, SEPTEMBER 25: AIKS MOBILISES 35,000 PEASANTS IN 23 DISTRICTS IN RASTA ROKO ACTIONS, MAKES BONFIRE OF MODI GOVT'S AGRI BILLS

 

On September 25, 35,360 peasants at 83 centres in 23 districts of Maharashtra, led by the AIKS, responded to the AIKSCC’s nationwide call, blocked national and state highways in Maharashtra and held demonstrations in which they burnt copies of the three anti-farmer and pro-corporate agricultural bills of the Modi-led BJP government. In some districts, they included a large number of women and youth led by AIDWA and DYFI. These were the largest mass actions in Maharashtra ever since the lockdown began six months ago.

 

The districts with the largest participation were as follows: Thane-Palghar – 15,500 in 18 centres; Nashik – 12,800 in 4 centres; Nanded – 1,800 in 9 centres; Ahmednagar – 1,500 in 1 centre; Yavatmal – 840 in 5 centres; and Beed – 550 in 5 centres.  

 

There were massive Rasta Roko actions in Thane-Palghar, Nashik and Ahmednagar districts, in which a total of over 25,000 peasants participated in strength. 

 

In Palghar district, over 8,000 peasants blocked the Mumbai-Delhi National Highway at Charoti in Dahanu tehsil, and 1,000 more blocked the same highway at Boisar Naka in Palghar tehsil. In Beed district, over 300 peasants blocked the Mumbai-Vishakhapatnam National Highway at three places in Majalgaon tehsil – Mothewadi, Talkhed and Nitrud.  

 

At several other places state highways were blocked by peasants. This happened in Dindori (6,000), Chandwad (2,500), Kalwan (2,000) in Nashik district; Vikramgad (2,500), Jawhar (1,500), Wada (700) in Palghar district; and Akole (1,500) in Ahmednagar district.  

 

Other districts where good AIKS actions took place were Solapur, Kolhapur, Sangli, Satara, Pune in Western Maharashtra region; Nagpur, Wardha, Amravati, Yavatmal, Buldana in Vidarbha region; Nanded, Beed, Parbhani, Jalna, Aurangabad, Hingoli, Latur, Usmanabad in Marathwada region; and Nandurbar in North Maharashtra region.

 

Solidarity actions by CITU, DYFI and AIDWA were held in four centres in Mumbai and they mobilized around 300 people. 

 

In a few places like Akole, Vikramgad, Kolhapur and Sangli, workers of Left parties like CPI, PWP and LNP, and secular parties like NCP, Congress, Bahujan Vikas Aghadi and Rashtra Seva Dal also took part in joint protests. Some Shiv Sena activists also took part in Akole.   

 

Apart from the AIKS, other constituent organizations of the AIKSCC, like the CPI-led Kisan Sabha, Swabhimani Shetkari Sanghatana, National Alliance of People’s Movements, Lok Sangharsh Morcha and others also held protests in several places in Maharashtra.

 

These mass actions were led in various places by AIKS national president Dr Ashok Dhawale, former state president J P Gavit, ex-MLA, CITU state secretary Vinod Nikole, MLA, AIKS state president Kisan Gujar, AIKS state general secretary Dr Ajit Nawale, AIKS state office bearers Arjun Ade, Umesh Deshmukh, Barkya Mangat, Ratan Budhar, Radka Kalangda, Sunil Malusare, Savliram Pawar, Uday Narkar, Shankarrao Danav, Sidhappa Kalshetty, Shankar Sidam, Uddhav Poul, Manik Avaghade and Yashwant Zade. CITU, AIAWU, AIDWA, DYFI and SFI leaders also participated in some places.

 

These actions received good publicity in both mainstream media and also on social media.

शेतकरीविरोधी विधेयके आणि वीज बिल कायद्यातील बदलांविरुद्ध २५ सप्टेंबर रोजी शेतकरी आणि कामगारांनी पुकारलेला देशव्यापी प्रतिकार जबरदस्त यशस्वी करा!!

शेतकरीविरोधी विधेयके आणि वीज बिल कायद्यातील बदलांविरुद्ध २५ सप्टेंबर रोजी शेतकरी आणि कामगारांनी पुकारलेला देशव्यापी प्रतिकार जबरदस्त यशस्वी करा!

भाजप सरकारने ज्या प्रकारे भारतीय संसदेची प्रस्थापित संसदीय कार्यपद्धती, संघराज्याचे तत्त्व आणि शेतकर्‍यांचे हक्क पूर्णपणे पायदळी तुडवून कोणाशीही सल्लामसलत न करता तीन शेतकरीविरोधी विधेयके संसदेत मंजूर करून घेतली, त्याचा अखिल भारतीय किसान सभा तीव्र शब्दांत धिक्कार करते. किसान सभा, एआयकेएससीसी आणि इतर अनेक शेतकरी संघटनांनी कामगार संघटनांना सोबत घेऊन केलेल्या तीव्र संघर्षामुळेच भाजपचा सर्वात जुना मित्रपक्ष असलेल्या शिरोमणी अकाली दलाच्या केंद्रीय अन्नप्रक्रिया उद्योगमंत्र्यांनी देखील राजीनामा दिला आहे. आपला राजीनामा हा शेतकरीविरोधी अध्यादेशांच्या विरोधात असल्याचे त्यांनी आपल्या राजीनाम्यात नमूद केले आहे. 

नरेंद्र मोदी यांच्या नेतृत्वाखालील भाजप सरकारने कॉर्पोरेट्स आणि मोठ्या कृषीउद्योगधंद्यांना खुश करण्यासाठी केवळ विरोधकांनाच नव्हे तर आपल्या सर्व मित्रपक्षांनाही पूर्णपणे फाट्यावर मारून अत्यंत घिसाडघाईने ही विधेयके मंजूर करवून घेतली आहेत.

भाजप सरकार आता असा दावा करीत आहे की शेतमाल किमान आधारभूत किंमतीत (एमएसपी) खरेदी केला जाईल. परंतु तिन्ही कायद्यांमध्ये कुठेही C२+५०% म्हणजेच उत्पादन खर्चापेक्षा किमान ५० टक्के अधिक हमीभाव देण्याचा उल्लेख केलेला नाही. कृषी उत्पन्न बाजार समित्या नष्ट करणे, सरकारी खरेदी थांबवणे, कॉर्पोरेटसना साठेबाजी व काळाबाजार करण्याकरता पूर्ण मुभा देणे, कंत्राटी शेतीला चालना देणे एवढाच या तिन्ही विधेयकांचा उद्देश आहे. सरकारने शेतमालाच्या खरेदीतून पूर्णपणे अंग काढून घेणे आणि शेतकऱ्यांना कॉर्पोरेटसच्या दयेवर जगण्यास भाग पडणे, एवढाच या कायद्यांचा अर्थ आहे.

सरकार जर खरेच आपल्या शब्दाला जागणार असेल, तर त्याने प्रथम एआयकेएससीसीने सुचवलेल्या शेतमालाला किफायतशीर हमीभाव आणि शेतकरी कर्जमुक्ती विधेयकांचा समावेश असलेली किसान मुक्ती विधेएके मंजूर करावीत. ही दोन्ही विधेयके यापूर्वीच खाजगी विधेयकांच्या रूपाने संसदेत मांडण्यात आली आहेत.

शेतकऱ्यांच्या किमान हमीभावाला कायदेशीर मान्यता दिल्याखेरीज नियमांचे उल्लंघन करणाऱ्या व्यापारी आणि कंपन्यांवर कारवाई करण्याची निव्वळ तोंडी आश्वासने देण्याला काहीही अर्थ नाही. किफायतशीर हमीभाव मिळण्याचा स्पष्ट उल्लेख कायद्यात करणे आवश्यक आहे. कॉर्पोरेटसना कंत्राटी शेतीचा मार्ग खुला करण्याऐवजी खरेदी, साठवणूक, प्रक्रिया, मूल्यवाढ आणि विपणन याकरता शेतकरी सहकारी संस्थांना प्रोत्साहन दिले गेले पाहिजे.

असे काही करण्याचा भाजप सरकारचा मुळीच इरादा नाही, हे तर उघड आहे. त्यांचा उद्देश केवळ अदानी विलमार, रिलायन्स, वॉलमार्ट, बिर्ला, आयटीसी या बड्या धेंडांना अधिकाधिक नफा मिळवून देणे एवढाच आहे. कोविड-१९ करता अत्यंत चुकीच्या पद्धतीने केलेले लॉकडाऊन, त्यामुळे शेतकरी आणि सामान्य जनतेचे झालेले प्रचंड हाल अशा भयंकर परिस्थितीतही भाजप सरकार आणि नरेंद्र मोदी यांना केवळ कॉर्पोरेटसच्या फायद्याचीच काळजी आहे. या त्यांच्या असंवेदनशीलतेमुळे एआयकेएससीसीने २५ सप्टेंबर २०२०ला दिलेल्या देशव्यापी बंद आणि निषेध निदर्शनांच्या आवाहनाला किसान सभेने पूर्ण पाठिंबा दिला आहे. या दिवशी रस्ता रोको, रेल रोको आणि इतरही प्रकारे आंदोलन केले जाणार आहे.

पंजाब, हरियाणा आणि उत्तरप्रदेश या तिन्ही राज्यांनी तर या दिवशी बंद पुकारला आहे.

२८ सप्टेंबर २०२० ही शहीद भगतसिंग यांची ११४वी जयंती साजरी करण्याचे आणि त्यात केंद्र सरकारची कॉर्पोरेटधार्जिणी, शेतकरीविरोधी तिन्ही विधेयके, नवीन वीज विधेयक २०२०, पर्यावरण संबंधी अधिसूचना, डिझेल व पेट्रोलची प्रचंड दरवाढ आणि जनतेची होत असलेली दुर्दशा याविरुद्ध जनजागृती करण्याचेही एआयकेएससीसीने ठरवले आहे.

अखिल भारतीय किसान सभा सर्व लोकशाही घटक, जनसंघटना आणि व्यक्तींना शारीरिक अंतर राखून आणि कोविड काळातील सर्व नियमांचे पालन करीत या संघर्षात सामील होण्याचे बुलंद आवाहन करीत आहे.
